''Soundmix, a music project working with unaccompanied children in Lambeth, needs a volunteer to work alongside 2 experienced percussion tutors on Tuesday 5-7pm, beginning April 2010. We work in a community social evening setting with many young people from Afghanistan and around the world, supported by Smile and the Refugee Council. Ideally the volunteer would speak Farsi, Pashto or Dari, and English. A background in music and percussion/drumming would be an advantage, but you don't need to be an expert!

ARTF (Afghanistan Reconstruction Trust Fund) Expatriate Services Programme, a humanitarian programme where the International Organisation for Migration (IOM) is assisting the Afghan government, represented by the Independent Administrative Reform and Civil Service Commission (IARCSC) to recruit highly qualified Afghans currently living abroad.

Job Description: Working under the direct supervision of the Chair of IARCSC the candidate will be responsible for:

Main duties and responsibilities:

  1. Advising the Chair on the functioning of the IARCSC and its various components, Appointment Board, Appeal Board, CSM department and ARS department;
  2. Leading and directing the AEP and LEP programs;

Job Description: Long years of war, conflict and destruction have resulted in the displacement of qualified professionals and expertise and created a formidable gap in the process of reconstruction and rehabilitation of critical services in all sectors in the country. In order to overcome this problem in a timely manner the assignment of skilled professionals with appropriate technical experience is of vital importance. The imaging services which forms the technical basis for this project needs the greatest attention and requires maximum resources in order to meet the urgent needs of the health services.

Efforts will be made in a coordinated manner to make comprehensive use of the international and bilateral resources to be able to undertake the following steps:

Main duties and responsibilities:

  • Evaluating existing facilities, available manpower and the equipment of the project at the secondary and tertiary diagnostic laboratories.
  • Conducting feasibility studies of individual facilities to become operational cost-effective.
  • Planning for improvement of the following:

 

    • The design to upgrade the standard performances of the existing facilities.
    • Training of all categories of technical personnel in new technologies.
    • Procurement of logistics and standard supplies and requirements for the existing facilities.
    • Installation and construction of facilities of both secondary and tertiary levels.
  • Operation;

 

    • Recruiting and pre-service training of all technical personnel.

In particular the following services are needed to fulfill the objectives of the project:
    • Developing strategies and procedures through setting priorities, allocating resources and overseeing their coordination. Monitoring and evaluating within the framework of strengthened diagnostic facilities at the different level of the health delivery system.
    • Designing a human resource development strategy through a needs-based analysis for different categories of technical personnel working at the secondary and tertiary laboratory diagnostic facilities.
    • Strengthening the delivery of cost effective, sustainable and diagnostic services of quality at all levels.
    • Identifying critical factors for better planning as well as associated risks with the work in order to pave the way for smooth and sustainable delivery of diagnostic technology for the treatment and prevention of diseases.

 

Minimum skills, experience, knowledge & personal qualities required:

  • Minimum of a M.D and Ph.D Degrees.
  • Minimum of 20 years of experience in the fields.
  • International experience that would promote the establishment of partnerships with relevant institutions.
  • Fluency in Pashto or Dari and one international language.

Job Description: This position is critical to the development and implementation of training strategies across the government. For the establishment and implementation of short and long range organizational goals, objectives, policies, and operating procedures, also for the development and delivery of courses and training programs across the Civil Service, monitoring and evaluating program effectiveness; development of partnerships and services, liaising with ministries, agencies, donors, service providers and program participants on all programmatic and administrative aspects of IARCSC’s training and development activities.

Main duties and responsibilities:

  1. Planning and implementing orientation, dissemination, training and development programs to fulfill government human capacity building needs; advising, guiding and training staff and coaches with innovate training concepts;
  2. Establishing partnerships with ministries, donors and local service providers in order to meet long and short term training needs; developing proposals for external funding; monitoring training activities to ensure quality programs and abiding conformance with contract; representing the IARCSC with various institutional divisions as well as governmental agencies, prospective funding agencies and individuals, potential vendors and/or a range of constituencies within the community at large.
  3. Directing the design, development and evaluation of coursework, workshops and curriculums both onsite and via distance education, evaluating the effectiveness of IARCSC training and orientation program; overseeing adult education and training research, including the development of curriculum, collection and analysis of data, reporting and interpreting results. Presenting on relevant issues (e.g., best-practices, policy.) Networking with national leaders in blindness rehabilitation to determine training needs/priorities of practitioners.

  5. Establishing and implementing accounting processes for the section; analyzing expenditures, setting pricing strictures, and negotiating contracts.
  6. Designing, establishing, and maintaining an organizational structure and staffing needs to effectively accomplish the organization’s goals and objectives. Recruiting, employing, training, supervising, and evaluating unit staff.
  7.
